Federal charges were unsealed against international arms dealer Viktor Bout, a Russian citizen, accusing him of supplying weapons to the Colombian terrorist group FARC.

The charges allege that Bout and his associate Andrew Smulian conspired to sell DEA informants -- who held themselves out to be FARC representatives -- surface-to-air missile systems, armor piercing rocket launchers, and other weapons.
