The official designation by President Bush of Qatar citizen and former computer science graduate student Saleh Kahlah Al-Marri as an enemy combatant who is “closely associated with al Qaeda, an international terrorist organization, with which the United States is at war,” who “represents a continuing, present, and grave danger to the national security of the United States.” This declaration transferred legal custody of al-Marri to the U.S. Department of Defense.
